one thing you can try is to complete remove your home network from the equation (for testing). Install and set up the Ooma app on your mobile phone. Turn WiFi off on your phone so you are only using cellular. Make a test call. If it works fine, then the issue is likely with your network or your network attached device. If the call is crap, the issue may be with your account. Hope this helps.
